We track and analyze legislation affecting nurses in New Jersey, advocating for policies that:

Strengthen nurse workforce development

Current high priority bills (as of 01/2026)

S3022/A1974 - Patient Protection and Safe Staffing Act

  • Establishes minimum registered professional nurse staffing standards for hospitals and ambulatory surgery facilities and certain DHS facilities.

S2858/A2207 - Medication aides in nursing homes

  • Authorizes medication aides in nursing homes.

S2635/A2289 - Health Care Professionals Behavioral Health Care Protections

  • Establishes certain protections for health care professionals who receive behavioral health care and apply for State licensure.

S4088/A4733 - Prohibits generative AI to practice as a profession 

  • Prohibits advertising generative artificial intelligence as able to practice regulated profession or occupation. 

A2474 - Protection of the title "Nurse"

  • Establishes protection of title provisions for the use of the title “Nurse.”

A4731- Promulgate rules for licensee use of generative artificial intelligence

  • Directs professional and occupational boards to promulgate rules for licensee use of generative artificial intelligence. 

A4052- New Jersey Collaborating Center for Nursing Bill

  • Establishes requirements for the New Jersey Collaborating Center for Nursing (NJCCN) to develop new graduate transition-to-practice programs.
  • Revises the membership of the NJCCN’s governing board.
  • Increases State funding for the NJCCN.
  • Requires the New Jersey Nursing Emotional Well-Being Institute (NJ-NEW) to establish a program of services and a peer support helpline to promote the mental health and emotional well-being of nurses and their families.
  • Establishes annual survey requirements for nurses and homemaker-home health aides.  

S4001- Moves CNAs under the BON

  • Transfers oversight to certified nurse aides from DOH to Board of Nursing. 

S4034- Nurse Preceptor Tax Credit

  • Establishes a nurse preceptor tax credit program with a $10 million appropriation.

S4028- Nursing School Expansion Grant Program to increase faculty

  • Establishes the Nursing School Expansion Grant Program and appropriates $25 million.
